School districts join as members and pay dues according to a schedule approved by the SCSBA board of directors, an elected 22-member governing body that meets quarterly.

Members receive legislative representation, publications, telephone assistance and certain on-site services without charge. They have access to training, consultant and subscription services for fees authorized by the SCSBA board. Self-insured programs for workers' compensation and property and casualty are available only to member boards.
